Well, yes - let me explain it this way. For example, last winter (2017) we didn't experience much really cold weather. It was a very mild winter. In 2018, the winter was much colder with days and days of below freezing temperatures day and night. It was the kind of cold that makes a warm weather lover want to move all the way to the coast in search of warmer weather.
